Aiming at the shortage of traditional post practice management, a new management platform based on short messaging service (SMS) is developed. By using modern communications and information technology, combining SMS technology, PHP technology and MySQL technology, designed the MAS system, the SMS modem PHP interface program and monitoring program. The results show that the platform is reliability and timeliness strong. It solved efficiently the problem in current SMS system which cannot send and receive short massage between users in whole network of nationwide, and problems in post practice management.
