In view of the characteristics of ongoing equipment upgrades and modifications, such as the crossover of work nature, content expansion, and site extension, this paper proposes key steps to enhance the quality of the entire process for bulk upgrades and modifications of in-service equipment. The paper summarizes the work approach and provides practical operational examples. The results show that this research can offer valuable references for equipment management departments, project management organizations, manufacturing and maintenance units, user troops, and military supervisors in relevant work.
