Aiming at the complexity and fuzziness of operational planning, analytic hierarchy process (AHP) and fuzzy comprehensive evaluation (FCE) are used to evaluate the capability of operational planning. The evaluation index system including 4 aspects and 15 indexes is put forward, and the evaluation model of operational planning capability is established. The weight of evaluation index is determined by AHP, and the operational planning capability is evaluated by FCE method, and verified by an example. The results show that the evaluation method is simple and feasible, and it can provide countermeasures for operational planning capability evaluation.
