In order to improve the management level of general quality characteristics of weapons and equipment in the stage of demonstration, design, production and service. Based on the idea of system engineering, through analyzing the operating principle of the general quality characteristic management system and the interaction of subsystems, the parameter system framework and the corresponding model system framework are constructed, focusing on the general quality characteristic management system, general quality characteristic design and evaluation, etc.. The research result can provide guidance and reference for the general quality characteristics management during the entire life cycle and equipment assessment in-service.
