The evaluation model is established based on modified data envelopment analysis (DEA) and analytic hierarchy process (AHP) in order to overcome the defects of traditional DEA with relative validity. By constructing the best and worst fictitious armored forces as the benchmark, which can be used to reorder the informationization operation capability of armored forces, and be verified by simulated data. The result shows that the method is reliable and believable, and the evaluation results are in accord with the objective reality.
